Regulatory Programme Manager

Role Specification: Regulatory Programme Manager (Contract) – Paris

Location: Paris, France

Language Requirements: Fluent French & English

Contract Duration: 6–12 months (with potential for extension)

Start Date: ASAP

  • Overview:

We are seeking a highly versatile and experienced Regulatory Programme Manager (PM) based in Paris for a high-impact regulatory change programme. This individual will be responsible for chaperoning external advisors, driving project execution, and ensuring alignment across a range of regulatory and control initiatives, particularly those involving MiFID, EMIR, and broader European regulatory frameworks.

This role is ideal for someone who combines deep regulatory knowledge, stakeholder diplomacy, and hands-on delivery capability, possibly a former trader who has moved into a regulatory role.

Key Responsibilities:

  • Act as the on-the-ground Programme Lead in Paris for multiple advisory and regulatory workstreams.
  • Chaperone and coordinate external advisors and consultants, ensuring alignment to programme goals and internal governance.
  • Serve as the main point of contact between advisory teams and internal stakeholders in France and across the broader EU.
  • Translate complex regulatory requirements (e.g., MiFID II, EMIR, MAR, SFDR) into actionable plans.
  • Ensure timely and structured delivery of programme milestones across compliance, risk, and control functions.
  • Collaborate closely with Legal, Compliance, Risk, and Business teams to ensure cross-functional alignment.
  • Track and report progress using structured PMO tools (e.g., RAID logs, timelines, regulatory obligation mapping).
  • Represent programme status in senior forums and regulatory meetings where appropriate.
  • Support regulatory inspections or reviews, preparing materials and orchestrating responses.

Required Experience & Skills:

  • Proven track record as a Project/Programme Manager in financial services, ideally in Capital Markets, Prime Services, or Trade Supervision.
  • Strong understanding of European regulatory frameworks: MiFID II, EMIR, MAR, SFTR, etc.
  • Experienced in working with consultants/advisory firms and acting as the internal coordinator.
  • Comfortable operating in a high-pressure, multi-stakeholder environment.
  • Fluent in French and English, both spoken and written – must be able to engage with regulators and internal stakeholders in French.
  • Strong knowledge of governance, controls, and regulatory expectations within a wholesale banking environment.
  • Familiar with trade lifecycle and control frameworks.
  • Experience working within or alongside Risk, Compliance, or Legal teams.
  • Ability to roll up sleeves and deliver (not just oversight).

Preferred Background:

  • Previous experience in consulting (Big 4, boutiques) or financial services contracting.
  • Exposure to regulatory remediation or supervisory review programmes.
  • Based in Paris or willing to be on-site regularly.
  • Tier 1 European bank environments.

Soft Skills & Attributes:

  • Diplomatic operator – able to influence, challenge, and build trust at all levels.
  • Highly adaptable and proactive – thrives in ambiguous environments with moving parts.
  • Strong communicator with excellent presentation and stakeholder management skills.
  • Collaborative, delivery-focused, and hands-on when needed.
