Program Manager ( Antenna Measurement Systems)


At Microwave Vision Group ( MVG) we design and deliver cutting-edge antenna and RCS measurement facilities for the civil, aerospace, and defense industries. We are seeking a technically astute Program Manager to lead the end-to-end development, construction, and commissioning of Antenna Measurement Facilities (AMF), including:

  • RF measurement systems (hardware/software integration).
  • Material handling and DUT (Device Under Test) interfaces.
  • Electrical and motion control systems.
  • Chamber construction (structural steel, RF shielding, absorbers).
  • Subcontractor coordination (HVAC, fire suppression, civil/structural work).

The ideal candidate will have a strong engineering background (mechanical, electrical, or systems engineering) combined with program management expertise, enabling them to bridge technical and operational gaps while driving projects from concept to commissioning. This role requires deep collaboration with engineering teams, customers, and subcontractors to ensure on-time, on-budget delivery of turnkey antenna measurement systems.


Responsibilities

Program Leadership & Execution

  • Own the full lifecycle of Antenna Measurement Facility (AMF) programs, from requirements definition to final customer acceptance.
  • Manage a portfolio of programs, balancing technical, schedule, and financial risks while ensuring alignment with customer needs and business objectives.
  • Develop and maintain detailed program plans (Gantt charts, critical path, milestones) using MS Project or similar tools.
  • Lead cross-functional teams (mechanical, electrical, RF, software, and civil engineers) to ensure seamless integration of all AMF subsystems.

Technical & Engineering Oversight

  • Translate customer requirements into technical specifications for:
  • RF measurement systems (antennas, receivers, signal processing).
  • Electrical and motion control systems.
  • Material handling and DUT interfaces (custom fixtures, automation).
  • Chamber construction (structural steel, RF shielding, absorbers, HVAC, fire suppression).
  • Work closely with the engineering team to validate system performance and mitigate technical risks.
  • Review engineering drawings, schematics, and test plans to ensure compliance with customer requirements.

Subcontractor & Vendor Management

  • Oversee subcontractors for:
  • Civil/structural work (foundation, steel erection).
  • RF shielding and absorber installation.
  • HVAC and fire suppression systems.
  • Electrical and motion control integration.
  • Manage RFIs, RFPs, and SOWs for third-party vendors, ensuring cost, schedule, and quality compliance.
  • Conduct site inspections and progress reviews to identify and resolve construction/integration issues.

Customer & Stakeholder Engagement

  • Serve as the primary customer interface, conducting technical interchanges, progress reviews, and acceptance testing.
  • Present program status, risks, and mitigation plans to internal leadership and external customers.

Financial & Risk Management

  • Develop and track program budgets (labor, materials, subcontractors), ensuring cost control and profitability.
  • Perform earned value management (EVM) to assess schedule and budget performance.
  • Identify program risks (technical, schedule, financial) and implement mitigation strategies.


Required Qualifications

  • French, Italian, German Citizenship (required for DoD contracts).
  • Bachelor’s Degree in Engineering (Mechanical, Electrical, Systems, or related field) required; advanced degree a plus.
  • 5+ years of experience in:
  • Design, build, and commissioning of electromechanical systems (antenna measurement, RCS testing, or similar).
  • Construction/integration of specialized facilities (anechoic chambers, cleanrooms, or test ranges).
  • Proficient in program management tools (MS Project).
  • Strong written/verbal communication skills (ability to present technical content to non-technical stakeholders).
  • Self-driven problem-solver with the ability to work independently in a fast-paced, multi-disciplinary environment.
